Can't build VIM (Cygwin/WinXP)

I'm trying to use aap to build vim on a Cygwin (most recent build) 
Cygwin/X installation.

I installed aap without a hitch.

When I try the command given in the docs:
aap -f http://www.a-a-p.org/vim/main.aap

I get this error:
Aap: Error in recipe "/cygdrive/c/home/chris/tmp/vim/main.aap" line 45: 
fetch failed for "['vim']"

Some mailing list searching gave me this alternative:
aap cvs=no -f http://www.a-a-p.org/vim/main.aap

but then I get this error:

Aap: Attempting download of "ftp://ftp.vim.org/pub/vim/patches/6.2.117"
Aap: Do not know how to build "patches/6.2.117"

Any ideas?
