Aap does not check the contents of the remote file.  Normally you would
edit the files locally and then aap will publish those that were
changed.  Checking the contents of the remote file would require
downloading the file, doing that for all files will be quite slow.

Perhaps it could be an option to check the remote file for changes.
That would avoid overwriting someone else's changes.  The extra overhead
would be acceptable then.  This would be a new feature.

I don't understand this.  Aap computes the signature of local files.
When a file has been published the remote file will have the same
signature.
