Yes, that's it. Programs even exist: isn't this what LyX purports
to do? It even outputs DocBook. I think expensive things like 
Arbortext's Epic can also do wysiwyg docbook. http://www.lyx.org/

Hmm, dunno either now ..

Yeah .. they have conventions to represent tables, but they do
have limitations .. from the reStructuredText docs,

grid and simple tables:
