Personally, I think it's safe to ignore leap seconds.

As far as DST goes, it's best to keep everything in UTC (the SD data 
already is) or Time-Offset. The user facing program can let the OS 
convert to local time for display.  Grabbers shouldn't have to deal with 
DST issues.
