Has anyone done a full rebuild with the
latest strawberry perl, which reportedly
includes the updated libraries, to see if
that resolves the issue?

Not really being a Windows person (and
not having an appropriate Windows system
in any case), I don't know how hard/easy
it is to accomplish such an action just for
testing purposes.
