Did you have any problems with the perlapp based XMLTV.EXE ?

  It *should* be running the same code.  Looking at the source for 
tv_grab_eu_xmltvse it is using LWP::UserAgent to do the get.

I just tried what you did and it worked for me. (after config even 
downloaded data)

Any chance it's a temporary network or data source problem? (maybe try 
perlapp xmltv.exe right after a failure?)
