Yeah, I'm an op on freenode. I've been considering migrating to google chat from multi-protocol Pidgin app, so it hasn't been up. (just started it) I'm not sure if we need an XMLTV IRC chat... I don't remember the last time there was any actual help provided over it.... of course if someone wants to create one and monitor it, go for it! I haven't decided if I'm going to migrate to libra.chat or just drop IRC and stick with Google Hangouts (or whatever it's called now)....
