Without knowing your operating environment I can't help much with the
first part.
I take it that you have the latest release installed?
You can check by running the grabber with the "description" and
"version" options like this:

$ tv_grab_il --description
Israel (tv.walla.co.il)
$ tv_grab_il --version
XMLTV module version 0.5.57
This is tv_grab_il version 1.19, 2010/02/14 15:50:43

Usually you'd configure the grabber with "tv_grab_il --configure" and
then grab with something like "tv_grab_il --output tv.xml"
