As it's written in .NET I don't see it being distributed as part of the  
XMLTV sourceforge project.

It certainly should be added to the XMLTV.ORG wiki (feel free to do it, 
no programming required!) to help folks find it, and of course there's 
no reason it can't be discussed on the mailing lists.
