The Radio Times feed has and does provide some explicit direction for the correct UTC offset to apply to data when it is not clear from the programme transmission times. Ordinarily the programme timings given in the raw data are local UK time, but if a programme starts/finishes at an ambiguous local time the RT normally provide a GMT/BST hint in the programme title (which the grabber strips out but uses when generating the UTC offset). I fixed the grabber some years ago to correctly (as far as my testing allowed at the time) handle the two changeover periods so that the XMLTV data being produced was correct. Whether data consumers handle them correctly is another matter.
