XMLTV is primarily a collection of Linux tools for creating TV schedule listings in XML format. It is "usually" installed on Linux systems via a custom step-by-step installer (which automatically creates things like the "share" directory).

To satisfy requests from people running Windows who wanted access to the program, the Linux programs have been packaged into a Windows exe. Notice I used the work "packaged" - this is not, and does not intend to be, a Windows GUI program. It simply provides a quick & simple way for people on Windows to be able to use the grabbers.

XMLTV actually consists of a number of grabbers, written by many different people in the community project. Thus not all grabbers work the same. This also depends on the data source for the TV schedule - sometimes the data source is free, sometimes it is not. Thus there is not a one-size-fits-all set of instructions. 

Running a grabber with the --help param will display basic parameter info/combinations.
e.g.
Linux:  tv_grab_na_dd  --help 
Win:   xmltv  tv_grab_na_dd  --help

More detailed information (for each grabber) is available on Linux systems via "man" but this isn't available on Windows.

There is a wiki but it's not very detailed and there is minimal info on the Windows .exe
