Hmmm.  It would be possible for Aegis to do some checking in this case,
and make some suggestions, rather than just complaining.

I'm considering adding it to Cook, being more cautious adding it to
Aegis.

However, libexplain can't help with gettext(3) problems.  Libexplain is
also a user of gettext(3), but there are no localisations yet.

Come to think of it, maybe the locale messages warning would be useful
thing to add to libexplain (if locale != en), later.
