Yes.

Probably.

The machine running BK/Web needs to be accessible from the Internet
using the hostname seen by BK.  With the Unix/Linux version this can
be set with the BK_HOST environment variable in case you use internal
hostnames.  I don't know the equivalent for the Windows version.
Perhaps one of the BK gods can fill in precisely which ports need to
be open.  IIRC, opening TCP port 14690 for incoming connections was
sufficient.
