Yes, sure the maths are not complicated, but still, if you never 
compare with anybody outside your time zone, local time is just a lot 
more convenient...
As for modification date: depending on what else we have to compare to, 
UTC might also make sense: Say we've got the repository change time in 
UTC in another column, then it's a lot better to allow file 
modification date to be in UTC, too. (Note that I said allow, which 
implies user specified behavior ;-)
OTOH, forcing a hypothetical repository change time to be local time 
would make it hard to communicate this across time zones, so IMHO, any 
time displayed should be allowed to be formatted as either local or 
UTC...
