I'm all for this kind of customizability. However, in order to avoid 
confusion, I suggest to:

A. add some kind of indicator signifying whether the time is UTC or 
local (IMO apending "UTC" to the column caption would suffice - and no 
suffix for local time).

B. make this setting persistent per-browse-location. I might want to use 
local time for my LAN-repository, but still use UTC for Sourceforge 
stuff.


Anyway, discussing this is all very nice and I'll be glad to have this 
available one day but weren't we currently in the process of pushing for 
the next "stable" release? ;)

I think all non-trivial feature enhancements or implementation changes 
(beside the much-needed and long-planned CVSROOT-handling rewrite) 
should be delayed for the 1.5/2.1 cycle for now.

WinCvs 1.3 is VERY usable as it is already - it's just too bad that so 
many people still do not even notice until they are eventually driven to 
the CVSGUI list by unresolvable problems with the supposedly "stable" 
antiquity that is WinCvs 1.2 ... that is if they don't just decide that 
WinCvs is crap and switch to something else before even asking...
