New File Action dialog for mouse double-click or Enter key

So I've implemented what I hope to be the ultimate solution to the
double-click problem.

The File Action dialog will popup at first and user can select what to do.
Dialog can be hidden and forced with key like other dialogs do so it doesn't
have to always get in the way and at the same time double-click operation
can be adjusted easily or used just one time if the "Use same action next
time" checkbox is cleared.

I adjusted the shortcuts to match the Total Commander standard for open with
F3 and edit with F4. Query update was changed to Ctrl+Q. The F7 and Ctrl+F7
are still operational for anyone used to it, but it will not be displayed on
the menu.

Obviously we don't need the "Use on double-click" checkbox, the "viewer"
entry was renamed to "Default editor" too.

I have also decided to resign from dynamically changing the text to mention
the editor in the menu to keep things simple.
