There is always the "Microsoft Layer for Unicode on Windows 95/98/Me
Systems" which should do the trick.

I understand that your version is created from the latest 1.3 beta or the
repository itself, right? It would be great to make a release of Japanese
version at Source Forge if you would like to donate one...
I started the works on hopefully the last missing major GUI element - the
CVSROOT wizard. Having that we could create the branch for Japanese version
and you could work on it if you like. It should make things easier to keep
up with any changes and in later migration to full libintl support.
