gCvs on AMD64 not picking up correct automake

I'm working on the gtk2 build for gcvs. Starting with a fresh extract
from cvs, I get this error during autogen:
aclocal: configure.in: 230: macro `AM_PATH_PYTHON' not found in library
aclocal: macro `AM_PATH_PYTHON' required but not defined
I figured out that this is happening because the /usr/bin/aclocal
wrapper is defaulting to version 1.4, which is too old to resolve this
macro. Here is what the top of that wrapper says:
# - defaults to automake-1.4
# - runs automake-1.8 if it exists and...
# - envvar WANT_AUTOMAKE is set to `1.8'
# -or-
# - `Makefile.in' was generated by automake-1.8 or superior, which
# specifically needs automake-1.8
# -or_
# - 'aclocal.m4' contain AM_AUTOMAKE_VERSION, specifying the use of
1.8
It goes on to say similar things for 1.7, 1.6 and 1.5 (though not
exactly the same for each.) I'd like to submit a fix for this but don't
really know the correct approach; I temporarily just set
WANT_AUTOMAKE=1.8 and exported it at the top of am_macros/autogen.sh.
By trial and error, it looks like versions 1.6 and later all work.
Where is the correct place to specify this minimum required version?
