I don't know the Mac customs in that regard, but the idea is to actually separate CVS binary and the GUI, thus effectively making it two separate applications. This works very well with WinCvs where we call CVSNT installer after we're done with ours. BTW: The migration to new CVSROOT handling means that CVSROOT is reduced to be a simple text entry rather than a center around which the settings revolve. That also means that it's backwards-compatible and you don't need CVSNT for making that migration. Of course it makes things more difficult to setup CVSROOT without the help of some sort of wizard - so it's better to make both things together.
