Remove and Erase on Folders not allowed?

I'm implementing customizing of the popup menu on gCvs.  I have separate 
sets of available commands for folders and files.  I notice on both gCvs 
and WinCvs that Remove and Erase never seem to be enabled for folders. 
Is that true?  If so, I'll remove these two commands from the available 
command set for folders.
