What is the OS of your servers?

I've done this going from one Linux CVS server to another.  Besides the 
pserver or ssh configuration changes, you do want to do a "cvs -d <path 
to repository> init> on the new box.

This will create <path to the repository>/CVSROOT.  I would suggest you 
rename this one, then copy old repository to new repository.  Carefully 
check changes in the new CVSROOT to see if you need to update or change 
files in CVSROOT copied from the old repository.

I haven't worked with an Windows OS for a server.
