Which operating system on the server? Linux, Sun, Windows???
Which CVS server? GNU CVS, CVSNT???
Which CVS version number (including build) is the old server?

Normally going from one server to another of the same type would mean
little changes (Linux -> Linux or Windows -> Windows, GNU CVS -> GNU
CVS or CVSNT -> CVSNT).
You should get away by simply copying the whole repository tree from
one server to the other. You would have to check the CVSROOT scripts
of course and you would have to register the repository on the new
server. But apart from that no problems.

Going Linux -> Windows and GNU CVS -> CVSNT might entail a little more
care though...
