I think as the software is Open Source, there is no formal Manufacturer or Vendor. Your company's procedures ought to have a specific clause for this as I expect it is the case with all Open Source. If you need to jump through these hoops you might try contacting March-Hare (http://www.march-hare.com/) who provide a set of built and tested versions of a number of Cvs-related packages, including WinCvs (and they develop CVSNT) under the name CVS Suite.
