WinCVS vs VSS

I am new to WinCVS, and like what I have seen so far.  My problem is 
the client.   I am having trouble convicing them to use it in place of 
VSS or StarTeam.  The client is being told by other developers, who use 
VSS, that VSS is a better solution.  The client is inclined to believe 
them because VSS is expensive and "you get what you pay for."  If it is 
free, then is must be full of viruses and adware.  Can anyone help me 
make the case for WinCVS?
