Surely you can use a directory on a local disk as a repository without
going to all the trouble of building a server.

The Cvsnt manual says "It is common for cvs frontends to set this up
automatically. On most frontends there will be a dialog box which
prompts you for the CVSROOT when it is first configured".  --- WinCvs
has no such prompt. Further, there is no "configure" option.  Under
\admin\preferences\CVS\ there is the ability to setup a "HOME" folder.
No idea what that might mean.

Under \Remote\Create a New Repository\  "CVSROOT" is mentioned in the
dialog box. If one uses the elipses, selects "local" protocol, then
navigates to a previously created directory "\CVSROOT" and clicks ok,
one then finds a directory "C:\CVSROOT\CVSROOT" has been created, filled
with RCS styled files.  This is not the desired result and we are off to
a pretty bad start.
