WinCVS slow startup

We have 5 production servers running WinCVS. On 4 of them, it takes
15 seconds or so for WinCVS to start up. On the other one, it takes
around 1/2 hour - yes, that's 30 minutes, sometimes more, for WinCVS
to start up. Where do I start trying to track down this problem? My
guess is that WinCVS is spending time trying to discover what file
systems are available and what their structure is. But, that's only a
guess. The startup logo is gone for most of this time, and there's
just a blank window with the title bar grayed out. Any clues?
