Well, you haven't provided much to go on - no WinCvs version number, no 
CVS server type.  So I'll try to guess the answer to those questions. 
Since you say it keeps running ssh, I'll guess that your server type is 
not ssh, but rather simple pserver.  In that case, just select the 
appropriate server type.  You can do that, for example, when you first 
attempt to Checkout Module.  On the CVSROOT line, click the button 
containing the ellipses.  On the dialog box, the top item is protocol. 
Select the appropriate one.

If you need to tell WinCvs where to find the cvsnt executable, you can 
do that on Admin-Preferences, on the CVS tab.
