This is an illegal format of CVSROOT.
You have put a colon after the username....
You cannot use backslashes and drive letters.
Please check the published name of the repository in the CVSNT control
panel and use that instead. Typically it would look like this:

 :pserver:user@server:/repository

Don't ever use the reserved word CVSROOT as the name of your
repository.
