I just got this working.  Here is what I did:

 

1.	Created a folder (mine is called C:\Program Files\SSH).
2.	Put pageant.exe, plink.exe, putty.exe, & puttygen.exe in this
folder.
3.	Set a windows environment variable called "CVS_RSH" to the
plink.exe in your folder created above (mine is C:\Program
Files\SSH\plink.exe).
4.	Add the folder to your Windows PATH.
5.	Now run puttygen.exe to generate a public & private key pair.
Save the private key to a file and copy the public key to your CVS
server.

 

This completes the setup.  When you want to run WinCVS:

1.	Start pageant.exe (I have a shortcut on my desktop).  Pageant
starts up in the task bar at the bottom.
2.	Right-click on the pageant icon in the task bar and select "Add
Key...".
3.	Navigate to the location where you saved your private key and
load it.  Yes, you will have to do this each time.
4.	Start WinCVS.  Checkout your project using ":ext:" (i.e.
:ext:[email protected]:/)
