FWIW, here's a tip from the TortoiseCVS help:
"Run pageant.exe. Right-click on its icon in the system tray and select Add
Key, then browse to your private key file. If the key is password
protected, Pageant will ask for the password.
"To avoid having to do the above every time you boot up your computer,
create a shortcut to Pageant in your Programs | Startup folder, specifying
the key file as argument."
Have also a look at the "Protocol Problems" section in
<http://www.tortoisecvs.org/faq.shtml>. It has some more info on using SSH
with cvsnt in general.
