I downloaded and installed Python from the link. The TCL DLL is in the
Python install folder and the Python DLL is in System32. Enter both under
Admin/Preferences/WinCVS.

I am getting the same message. I have ActivePython 2.5.1.1 installed 
and in the PATH. This version of WinCvs worked with ActivePython 
2.4.3.12. Perhaps ActivePython has changed and WinCvs no longer 
recognizes it?
