Wincvs installation problem

Hello everyone,

I have installed latest version of wincvs 2.0.9.1.

Actually i am new to this technology.i do not know about what it is and 
why it is used for.buti was asked to install and configure.
I have installed wincvs,winnt and python. now i am trying to configure 
it according to i have instruction but i am confused i could not find 
any CVSROOT under..admin.preference....general tab....

what is the first time environment configuration after installing this..

can any one guide me step by step instruction so that my installation 
is become comple and ready to work...
or how do i know that what i have installed is ready to work now...i 
mean i need first time environment setup instruction...


I will appreciate all your help..
