It depends what you mean by "lock".  Usually users usually mean
"reserve" so that two people do not make changes at the same time at the
same time.  In CVSNT this is called a "reserved edit" and you need to
set the object/file to have this as the default (cvs update -k+x
filename.ext; cvs ci -f -m "change mode" filename.ext).

Note: most CVS users do NOT use "reserved edits", they prefer
"unreserved edits".  Go buy a book on CVS to learn how unreserved edits
work (concurrent editing) for more info.
