The lock is deprecated in CVSNT:
<http://www.cvsnt.org/manual/html/admin.html>
It has been replaced by different types of edit:
<http://www.cvsnt.org/manual/html/edit.html>
<http://www.cvsnt.org/manual/html/Watches.html>
The WinCvs GUI followed this by taking out the lock and replacing it with
different types of edit.
