Have no more doubt - no it does not.  Please note that WinCvs (and other 
members of the CvsGui family) are only front end GUIs to CVS.  They are 
not themselves CVS.  If you'd like to learn how CVS works, I'd suggest 
jumping over to the CVS site and reading some of the bountiful 
documentation.  Many people are using CvsNT, so you might want to start 
there.
