Weird - I assume /Users/abarrett/dev exists?
Did you enter this in the checkout location text field?

Which window is active when you choose checkout again?
If a browser window is active, MacCvsX will use the root of the  
browser window as the checkout location. If the log window is the  
frontmost window, checkout will prompt you for the checkout location.

Are you sure you checked the checkbox next to the CVSROOT text field  
in the checkout dialog?

MacCvsX does have a problem with arbitrating between multiple CVSROOTs  
- I haven't yet quite figured out where this happens. However, that  
being said, of course if you explicitely specify a CVSROOT in the  
checkout dialog, it _should_ always use this one.
I haven't worked a lot with tag browsing lately, so this might  
actually be broken...
