Yes - that point has been made before and is the only thing preventing
us just disabling :local: in CVSNT outright (or at least requiring you
to specify other --force-local type options if you really want to use
it).

The reverse argument is a) that using :local: does not in fact give you
many of the benefits of version control (which requires being able to
make the interrelationship between changes clear - which generally
requires defect tracking integration), and b) that 'maintaining' or
setting up a cvsnt server is a very simple operation (run the installer
- init the repository and you are done).

My main concern with :local: is that many people start with version
control and just one user (setting up :local:) but then add another user
(using :local: and a shared folder) and at that point repository
corruption occurs, access control doesn't work and the tool gets a
reputation for being unreliable.
