I think that maybe some people confuse a server/client type setup with
having to have multiple systems or even machines. It is quite possible to
run a CVSNT server on a development machine, and also work on it. It's also
quite easy to start and stop that server, if you don't want it to occupy
memory when you don't need it. (It's 10MB only on my Win2k server.)

I've always found that working with a :local: repository is more
maintenance work, in the sense that several things may not work as they
normally would and you have to keep that always in mind.
