WinCVS is a 'front end' to CVSNT as Jens explained.  You need to remove
wincvs from the test set and if the problem exists without WinCVS then
report it to the cvsnt newsgroup. Eg:

cd c:\path\to\sandbox
cvs ver

If this command takes a 'long time to complete' then send the results
(of cvs ver) to the CVSNT newsgroup (see cvsnt.org/wiki).
