Find "author of last change" report?

I would swear that around 5 years ago there used to be a macro in
WinCVS that created a report identifying the last change made to each
line of a file. That is, the lines were prefixed with the version id
where the line was modified, and/or timestamp and/or author of the change.

I cannot find it anymore. Was I dreaming?

I really need something of that sort. I'd really appreciate any
pointers related to it, or ideas on what alternatives can be used now.
