How to "hide" a file, or mark for removal?

Greetings all!  We're currently using WinCVS, and I somehow got voted
into managing the CVSNT server.  I'm going to start out by saying that
I only know the basics of how WinCVS operates, so bear with me here.

My development team has a number of files (modules really) that are no
longer being used in our application.  They are looking for a way to
"hide" these files, or mark them as removed.  They don't want to
totally remove them from the repository, then just don't need them to
be downloaded / uploaded every time they go to work on that part of
the application.  

Is there any way to do this?  Thanks in advance for your help!
