How to lock a Branch - CVSNT on Windows

Hi There,
We are using CVSNT 2.5.03 Build, 2382 on a Windows Server 2003 server. 
I use Windows permission to give permission on Modules and directory 
and it has been working fine in last 2 years, now we need to make 
Release Branch read only, It seems I can not do this through Windows 
permissions. 

Then I tried chacl commands like:
cvs.exe -q chacl -a read, -u [Windows User] [Branch Name]

and I keep getting following error:
cvs server: User 'cvsadmin' cannot modify permissions 
for /MOBIDIACVS/DATABASE on tag/branch Test_Release

My question is:
Do I need to setup something on CVS server to support chacl command?
