RE: Notification when a file is locked or unlocked/commited

 
This functionality is provided by the server, not the GUI client.  
You'll need to look at the documentation for the particular server
you're using.
Is it CVSNT ?  In which case try asking on the CVSNT mailing list.
The link provided by Jens is for old CVS.
