 From within WinCVS, your only choice will be to remove the file at  
the old location and add it again at the new location.
Be aware, though, that this will loose the previous history of the  
file (well, the file's historic versions are still available at the  
old location, so nothing is really lost, but they're not readily  
available by looking at the file in the new location. Also, there  
won't be an entry for the file in the old location, so there's no  
quick way within WinCVS to look at the old versions).
