Bill is right, but to help you out:

In case you have access to the repository you may copy the related *,v
files to your desired destination there. After a checkout in WinCvs
you'll find them there. You finally have to delete the files in the old
location trough WinCvs.

BUT: You only should do this if you know what you 're doing. It would
change the history of your repository. For example: When you get the
sources related to an old sticky tag you will find the copied file twice
in both locations...
