What WinCvs version are you using?  What protocol are you attempting to 
use to connect - pserver?  I don't think so, because you mention going 
through Putty.  So I'm guessing ssh, which complicates things.

You should first forget about WinCvs and just try to login to the server 
from the command line.  Type cvs --help.  To login, you'll want the 
login command.  Use -d to specify the target repository.  Once you are 
able to login to your CVS server, setting up WinCvs properly should be 
straightforward.
