You are asking on the wrong list. WinCvs is a CVS *client*. All it
does is to allow you to work with files from a CVS repository. It does
not help you in any way to set up or administer that repository. Since
you are just getting started, I'd suggest you look at CvsNT for your
server: http://www.march-hare.com/cvspro/. Look at the open source
pages if you would like a non-commercial version. From the open source
FAQ page, I found reference to a good installation guide here:
