missing something - 2 installs of WINCVS - one works, one does not

Greetings. I am missing something here, but don't know what. I have WINCVS up and running on one machine. Works fine. I just installed to another machine, copied the exact settings - when I got to check out a module I get the follwing:
cvs checkout: CVSROOT ( then my CVS root copied from working machine)
cvs checkout: may only specify a positive, non-zero, integer port (not "cvs") 
cvs checkout: perhaps you entered a relative pathname?
cvs (checkout aborted): BAD CVSROOT
CVS exited normally with code 1

I copied the CVSROOT exactly from the working machine.

What am I missing? Any help MOST appreciated.
