Hamid, WinCvs is a GUI frontend for a CVSNT commandline *client*, not a server. However, if you installed WinCvs then you probably also installed CVSNT which *does* already contain the necessary server components (albeit in very outdated versions). Please refer to the CVSNT mailing list for server configuration issues.
