WinCvs problem using .cvsrc file

I'm having a problem with WinCvs using the values in the .cvsrc file to add switches to my commands.
I've just installed CVSNT/WinCvs/Python etc, and have been able to create a repository on a network drive using the -N flag with the command line method.
We used to be able to use the WinCvs Gui to checkout/commit files, without having to always use the command line to add the -N flag. [I'm setting up a new PC - and the old PC we were using is gone...]
I somewhat remember that it was important to set the environment variables in either the "User" or "System" variables (but maybe not both) - but I can't come up with a recipe that works...
My notes say to set up the environment variables HOME and CVSROOT, put cvsnt and wincvs in the PATH, and place the .cvsrc file in the WinCvs
directory as follows:
User Environment Vars:
HOME C:\Program Files\GNU\WinCvs 2.0
Path C:\Program Files\GNU\WinCvs 2.0;C:\Program Files\cvsnt
System Environment Vars:
CVSROOT J:\.....\ETrepo
HOME C:\Program Files\GNU\WinCvs 2.0
Path %SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem;C:\Program Files\cvsnt;C:\Python26;C:\Python26\DLLs;C:\Program Files\GNU\WinCvs 2.0
The file .cvsrc is in directory C:\Program Files\GNU\WinCvs 2.0 and
contains:
cvs -N
commit -N
update -N
I've also set the WinCvs Gui setting:
Admin/Preferences/winCvs/ Settings area to C:\Program Files\GNU\WinCvs 2.0
It doesn't seem that the .cvsrc file is being read ... any ideas???
